Estepona's new-build market is almost entirely off-plan, with apartments, townhouses, penthouses and villas sold while still under construction. Supply stretches from the town centre west through the New Golden Mile and out to neighbourhoods such as Cancelada, Atalaya and El Paraíso. Buying off-plan in Estepona means reserving a home before it is built, typically 12 to 18 months before you collect the keys. You pay in stages as construction progresses, and Spanish law requires the developer to secure each payment with a bank guarantee or insurance policy. That guarantee protects your money: if the developer fails to complete, the bank refunds what you have paid. Always confirm the guarantee is in place before you transfer any deposit.
You pay VAT and stamp duty when buying a new development, not the transfer tax that applies to a resale. VAT goes on the purchase price and stamp duty on the deed itself, and the stamp duty is owed whether you borrow or pay cash. Rates vary between regions and should be confirmed with your lawyer, but the combined cost is a necessary line in your budget from the start.
Before the developer can hand over keys, the town hall has to sign the building off as fit to live in. That sign-off often takes longer than expected, and it is the usual reason a completion date moves. No one but the town hall can issue it, so ask what stage the licensing process has reached and build some margin into your moving plans.
Most buyers arrange a final inspection a few days before completion. You walk the property with a surveyor or the developer's representative, noting any unfinished work or defects. That list is agreed and the developer commits to fixing the items, usually within a few weeks of handover. Spanish law then holds the builder liable for one year on finishes, three years on things such as damp or insulation that affect living in the home, and ten years on structural defects.
Estepona's new-build stock runs from one-bedroom apartments to seven-bedroom villas, and the supply sits across a wide stretch of coast. Developments close to the town centre tend to be apartment blocks within walking distance of shops, schools and the port. The New Golden Mile and areas such as Bel Air, Valle Romano and Selwo offer a mix of apartments, townhouses and villas, many with golf course or sea views. Cancelada, Atalaya and El Paraíso lie further west, and several schemes there are frontline golf or within a short drive of the beach.
When you are comparing schemes, look up the company behind each one. The land registry record names the legal entity that owns the plot, and a company search will show you what that entity has delivered before. A developer with a track record of completed projects in the area is a safer bet than one with no history you can verify. That said, the bank guarantee matters more than the brand: even a well-known builder can run into trouble, and the guarantee is what gets your money back if things go wrong.
Off-plan and resale serve different needs. A resale home is available now, the price is the price, and you see exactly what you are buying. Off-plan lets you choose finishes, you pay in stages rather than all at once, and you may benefit from capital growth between reservation and completion. The trade-off is the wait and the risk that completion is delayed. If you need to move within a fixed window, resale is the safer choice. If you can afford to wait and want a brand-new home tailored to your taste, off-plan makes sense.
